Summary: The Board of Trustees intends to form Community Facilities District No. 2025-1 of the Beaumont Unified School District (“CFD No. 2025- 1”), in accordance with the Mello-Roos Community Facilities Act of 1982, California Government Code Section 53311 et seq. (“Mello Roos Act”).

Resolution No. 2024-25-35, approves and orders the recording of a boundary map for proposed CFD No. 2025-1. Under the requirements of the Government Code and the Streets and Highways Code, a public agency intending to form a community facilities district must approve and record a boundary map showing the outer boundaries of the proposed community facilities district. The boundary map for proposed CFD No. 2025-1 has been prepared by Special District Financing & Administration (a copy of which is attached to Resolution No. 2024-25-35). Under this Resolution, the boundary map is approved as the map for the proposed CFD No. 2025-1 and will be recorded with the County Recorder in order to comply with the relevant statutory requirements.

Resolution No. 2024-25-35 further approves a Deposit and Reimbursement Agreement with Meritage Homes of California, Inc. (“Meritage”), the developer of the land within CFD No. 2025-1, an Impact Mitigation Agreement with Meritage, and a Joint Community Facilities Agreement with the Beaumont-Cherry Valley Water District so that the special taxes collected from within CFD No. 2025-1 can be used to finance both school facilities and water facilities. It is recommended that the Board approve Resolution No. 2024-25-35.

Recommendation: The administration recommends the Board of Trustees of the Beaumont Unified School District receive a presentation and adopt Resolution 2024-25-35, Declaring Its Intention of the Beaumont Unified School District to Establish Community Facilities District No. 2025-1 of the Beaumont Unified School District to authorize the levy of special
taxes.
