In or around 2001, the County of Riverside (“County”), acting as the lead agency under the California Environmental Quality Act (“CEQA”), approved an environmental impact report (“EIR”) for the now Fairway Canyon Specific Plan (formerly Oak Valley and Southern California Professional Golf Course Association Specific Plan No. 318). In 2003, the City of Beaumont ("City"), which had since annexed the territory, approved an Addendum to the County EIR, with the addition of 142-acres annexed into the City and the Beaumont-Cherry Valley Water District. That project included within its analysis a school site to be operated by the Beaumont Unified School District (“District”). Consequently, the District may now consider that same school site, identified currently as the Fairway Canyon TK-5 School Project, as a responsible agency under the County/City EIR. As part of that process, the District may consider adopting either an addendum or supplement to the EIR, depending on whether any changes to the District’s project or site conditions necessitate further review. In the case of an addendum, which is used when the proposed project will not have any significant changes beyond those considered in the original EIR, the addendum need not be circulated for additional review and comment, as such review and comment already occurred with the initial adoption of the EIR. The current Resolution presented to the Board adopts an addendum to the City/County EIR for the Fairway Canyon TK-5 School Project, and makes certain other required findings associated with the District’s approval of its school site within the adopted specific plan. |
