Summary:
During meetings of the Board of Trustees, members of the public have an opportunity to comment on items that appear on the agenda (regular or special meetings) or items that do not appear on the agenda but are within the subject matter jurisdiction of the Board (regular meetings only). Individual speakers shall be allowed three (3) minutes to address the Board on each agenda or non-agenda item. The Board shall limit the total time for public input on each item to twenty (20) minutes. Speakers may not yield or donate any of their speaking time to another speaker. With Board consent, the president may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard. The president may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add. The Board shall not prohibit public criticism of the policies, procedures, programs, or services of the District, or of the acts or omissions of the Board. Speakers are informed that the opportunity to address the Board does not confer any privilege or protection for expression beyond that otherwise provided by law [Gov. Code section 54954.3(C)]. The public session of this meeting is being broadcast and/or recorded. Anyone wishing to speak to the Board should arrive a few minutes prior to the start of the meeting and must fill out a form "Request to Address the Board" located in the boardroom.
